Reduced Safe Manning
This letter is a template to be used to request and document a Flag-State acceptance for temporary reduced manning while the yacht remains alongside and non-operational in port.
In order to be compliant with IMO resolution A.890(21), the manning levels onboard M/Y insert yacht name , IMO insert IMO number , it is the policy of the Flag Administration that yachts under ISM are manned in accordance with the Minimum Safe Manning Certificate (MSMC) at all times. This is consistent with the requirements of SOLAS V/ 14.1 & 14.2.
Recognising that yachts often spend extended periods in a single port where no voyages are undertaken or expected, this Administration has no objection to the manning levels of the yacht being reduced from that specified in the MSMC, subject to the following conditions:
- The yacht is expected to remain alongside at a single port for a period of not less than one month;
- Any reduction in manning levels is notified to and agreed by the local Port Authorities;
- No voyages, whether domestic or international, are to be undertaken with manning levels below that specified in the MSMC; and
- All other statutory and classification requirements are to be complied with during any period of reduced manning, including maintaining the validity of all statutory certificates.
The master will remains responsible for the safety of the yacht at all times and should take both normal operational requirements and potential emergency situations into account when deciding whether it is appropriate to operate the yacht with manning levels below that specified in the MSMD. At no time should the master allow reduced manning levels onboard to compromise the safety of the yacht, those onboard or the wider environment.
